Oh, you mean something other than zero? Because the average county taxpayer would be shocked if he or she knew (a) how many parcels are not on the playing field and (b) the owners of those parcels.
It is a well-established fact that there are a lot of parcels mysteriously not on the tax rolls in Lackawanna County, just as it is well-established that plenty of "connected" folks had their tax records vanish during the McDowell Era. In fact, the lack of data is one of the reasons the first attempt at reassessment was a complete disaster.
"Short on money" is certainly not the reason that reassessment is not taking place, and Corey O'Brien has no business blowing three million dollars on wireless access in lieu of initiating the reassessment process. Theta Land is one of the landholders I would definitely examine, due to the sheer size of its holdings and the fact that some of its recent sales have come into question. I would wager that it possesses some tracts of land that are on the map but off the tax grid. Whether or not holding companies like Theta are aware is not my job to ask. The questions would be answered if reassessment was done.
I believe Corey is well-aware of the ramifications. He does have his orders.
