Question: If the Scranton School Districts enrollment is down, why build new schools?

It's a simple question really, if the SSD enrollments are down and a layoff of teaching staff is impending .... why then is the Scranton School District building a new elementary school.  Seems as though there is a financial crisis upon them, with the pension funding and this is not really a new situation ... why then with all of the debt ... declining enrollment ... impending layoffs ... is the SSD building that new Elementary School in Tripps Park?

I just don't understand.
