Ok first off let me begin by saying that I am not computer savy at all ... I have scanned the letters however I cannot figure out how in the world to post them up on this site. In order to comply with Section 6 of the recent Commonwealth Court of PA order dated January 23, 2009 (No. 213 C.D. 2008); the city administration is requesting a meeting with yourself and two other representatives to discuss the implementation of a "three-shift" schedule for the Fire Department.
Thus by copy on this letter, I am requesting that the Business Administrator and Chief Davis attend this meeting as well. This meeting will be an opportunity for everyone to discuss this change and any related issues. I will coordinate a meeting. Please send me your available time and dates.

Letter of response received by the city on February 3, 2009
Dear Raymond T. Hayes
Director of Public Safety
IAFF Local 60 and their Executive Board in response to your request are willing to meet with yourself and Chief Davis from the administration to discuss possible shift changes. We would request certain accurate and truthful information depicting the City's intent on restructuring the fire department prior to any such meeting. The Executive Board would like time to review such changes that your department and the city administration are contemplating. The reason for such a request is for our union to look at potential adverse safety concerns that would affect the residents of the city and our membership. Our first priority remains to protect the safety of our members and the people of this community.
Please contact me with the requested "strategic plans" for the fire department in order for us to better understand the direction City Administrators intends on leading this department. Please rest assured that this request ifs not a delay tactic. We have discussed this as an Executive Board and feel the release of such information prior to this meeting would in fact speed up the process. Once we have had adequate time to review these documents we will promptly forward available dates and times that our entire Executive Board is able to discuss a possible shift change with yourself and Chief Davis. Our Executive Board is generally free on Monday and Thursday nights after 5:00pm.

SUBJECT: Three Shift/Battalion Configuration - Scranton Bureau of Fire
ENCLOSURE: (1) Draft Copy #1 of proposed three shift/battalion Organizational Structure
In order to ensure that the dictates of the reference (a) are implemented in an timely, orderly manner, with minimal impact on Fire Bureau operations, and firefighter scheduling, please ensure the following:
Provide Deputy Chief Allen Lucas and Administrative Captain J.R. Davis with copies of enclosure #1 for the purpose of review, evaluation, necessary modification and written recommendations.
Any recommendations, suggestions and modifications include written rational as to the efficacy of these changes.
The final report shall include feedback and suggestions from a diverse cross section of the Bureau of Fire. Both positive and negative comments are encouraged.
One (1) Assistant Chief - return to the rank of Captain **
Ten (10) Lieutenatns - return to their previous rank **
Eleven (11) Chauffeurs/Drivers - return to the rank of Private/Firefighter **
One (1) Master Mechanic return to previous rank **
** No reduction in rate of pay shall result from a reduction in rank. **
Addition information including, bu not limited to, the actual three shift schedule and other logistical/implementation issues will be forthcoming. I stress that this is a "DRAFT COPY". Your comments (preferable in writing) are welcome and encouraged.

I upgraded my laptop to Vista...and it's taken more than some tweaking over the past few months. Do yourself a favor Lus...turn off the 'Aero' interface (the calender, clock, etc thingie on the right)...it's nothing but a resource hog.
