For the record, here is a link to the US Constitution. Apparently 'gadfly' is confusing what the US Constitution actually is...namely a framework for government (i.e., branches of government, separation of powers) and society (i.e., the Bill of Rights)...with what it isn't, namely a detailed manual on how everything in government and society should work. This is why we have functioning governments at Federal, State and Local levels. 'gadfly' is a dumb as Lyman questioning where in the US Constitution it says Scranton City Council can limit speaker time during council meetings.

Finally, if there was a crime committed, just who will come in and investigate? I'm thinking that it would be some combination of the FBI, CIA, SEC, FINRA, FDIC, and PBGC...who else would be in a better position to investigate the SSD, SHA, SSA, SPA, SPWD, OECD and PEL?

Just watch those three jacka$$e$ when something of value (to the taxpayers) comes up for a vote. I don't mean an item on the agenda, McGoof controls that and if necessary, he will allow an item to come up but the other 2 morons are already prepped. But if Janet (Bill lacks the testicular fortitude to actually bring up a "real" motion) brings up something beneficial to us (the ones paying their salaries) they manage to table it because they have to check with their lord and master. The following week they inadvertantly come up with some lame excuse as to why it has to be voted down. Then they proceed to vote it down.
The problem as I see it is not all our fault. Most of us who take the time to post here also VOTE. But, we must remember that others vote without knowing all the facts. Some vote because they are promised something...what have we to promise but honesty. (not a great sell)
Some vote because they can and are not even citizens. Some are brought in to the city to vote and that I can testify to in a court of law.
Novembrino has been a puppet because she was caught doing her job on one hand and reaping the benefits of the network on the other. She played the role well under Connors but the first time she caught Doherty being the crook he is and dared to call him on it, he shoved her "payola" up her royal italian a$$.

You know what I really don't get about this poster ... he/she thinks it's fine to put lighting up on a field that is hardly ever utilized ... however ... on a field that is used daily ... well it's not justified ... the lighting will be welcome at Rockwell ... the players will appreciate it I'm sure ... and how disturbing can it be to the neighborhood ... when the game is over the lights will be turned off ... pretty simple don't you think?

Per the requirements of Title II, the HHS has promulgated five rules regarding Administrative Simplification: the Privacy Rule, the Transactions and Code Sets Rule, the Security Rule, the Unique Identifiers Rule, and the Enforcement Rule.

The Privacy Rule

The Privacy Rule took effect on April 14, 2003, with a one-year extension for certain "small plans." It establishes regulations for the use and disclosure of Protected Health Information (PHI). PHI is any information about health status, provision of health care, or payment for health care that can be linked to an individual. This is interpreted rather broadly and includes any part of a patients medical record or payment history.

Covered entities must disclose PHI to the individual within 30 days upon request. They also must disclose PHI when required to do so by law, such as reporting suspected child abuse to state child welfare agencies.

A covered entity may disclose PHI to facilitate treatment, payment, or health care operations or if the covered entity has obtained authorization from the individual. However, when a covered entity discloses any PHI, it must make a reasonable effort to disclose only the minimum necessary information required to achieve its purpose.

The Privacy Rule gives individuals the right to request that a covered entity correct any inaccurate PHI It also requires covered entities to take reasonable steps to ensure the confidentiality of communications with individuals. For example, an individual can ask to be called at his or her work number, instead of home or cell phone number.

The Privacy Rule requires covered entities to notify individuals of uses of their PHI. Covered entities must also keep track of disclosures of PHI and document privacy policies and procedures.They must appoint a Privacy Official and a contact person responsible for receiving complaints and train all members of their workforce in procedures regarding PHI.

An individual who believes that the Privacy Rule is not being upheld can file a complaint with the Department of Health and Human Services Office for Civil Rights (OCR)."

If my interpretation is correct, the law says "covered entities" have the strict confidentiality standards, not employers.Possibly someone more educated on the subject could show more data that contradicts my information, or possibly "countyworkerwannabe" isn't such an idiot after all. .
