On another level it's also kind of funny, in a pathetic sort of way...Pilchesky is in essence BEGGING the Mayor to pay attention to him.  I'm sure Pilchesky gets aroused that the mere thought of going to court against the Mayor over something like this...

...all that attention from the newspaper
...less attention being paid to his wife going to prison
...lots of high five's from his Toadies
...lots of speeches to write for Fay Franus (Hey, I saw Fay talking at a council meeting with Pilchesky right behind her...man, Joe is good...it was him talking but I only say Fay's lips moving)

...of course the problem for Joe is that Doherty will simply continue to ignore his (Joe's) lawsuit-happy a$$, leaving Joe like an ignored sibling, crying on the curb,
