I heard something today, and I'm not sure if its a joke. The rumor was that Gary Lewis, who ran on the bankruptcy platform, will step down as the Republican primary winner for the Scranton Mayoral election. Somehow, the Republicans will then nominate someone named "Mulligan" to run in his place. I never heard of Mulligan, which makes me think this is a joke; ie, Republicans take a Mulligan for Mayor??
If this is true, how can anyone "appoint" a mayoral candidate when the party elected a candidate to represent the party? Even if Lewis steps down, doesn't that mean the number two vote getter gets the nod? Wouldn't the appointment of some random individual usurp the entire election process? If true, the Replican party could just nominate Randol again, even though she lost. Can this happen?
If there is a person named Mulligan, how does he or she think they will stand a chance, when Randol was defeated even though she was very popular?

Personally I do think that the city is already bankrupt, so Mr Lewis' idea to make it legally official seems reasonable to me. That noted, the odds of Gary Lewis getting elected mayor are about the same as his getting elected Pope. I'll just be glad when the plague that is Janet Evans has left office for good.

I have heard the rumor also though not the name of Mulligan. I suspect as you suggested it is more like they will take a "mulligan" A mulligan, in a game, happens when a player gets a second chance to perform a certain move or action. The practice is also sometimes referred to as a "do-over. Despite it seeming to make sense to then appoint the next highest vote getter the law in fact doesn't demand that...the party can place anyone they want in the open position.
