Scranton's arbitration awards

I read today where the City of Scranton lost yet another arbitration hearing versus the unions.  According to the Times article, the ruling stated "there is no possible ambiguity" in the state court order, and "The City has flagrantly violated the orders of the Commonwealth Court".

The City, i.e. Mayor Doherty, is appealing this decision.  Does anyone else besides me feel that this ridiculous battle has gone on long enough?  The City appeals every decision, and they keep losing.  Each loss costs money in lawyer's fees, and only delays what I believe will be the inevitable result....payment to the unions. 

It seems like Chris Doherty is simply trying to push off the payments until he's out of office.  How is that fiscally responsible?

Trust ME these latest awards will break the CAMELS BACK, the City is in BIG trouble and don't blame the COPS or FIREMEN,, they haven't had any raises in years and they got what they deserve...
