I often wondered why Department Heads ignore Council requests ... it happens all of the time ... if you watch Council meetings you would see this week in and week out.

It's not secrete that I am no fan of the current City Council ... especially their leader, however I used to think that it was pretty rude that the Department Head sometimes ignored requests of Council ... and then today for some reason I read the Home Rule Charter for the City of Scranton ... now this is not the first time I have read this ... but this jumped off the pages today.

Section 306 . Authority

Council shall deal with all administrative agencies and employees only as a body through the Mayor. No individual councilperson shall have any authority whatsoever under this Charter unless such authority is specifically delegated by the charter or by the Council acting as a body.

They don't ignore them they are following the Home Rule Charter ... it seems that according to the Charter ... Council should be asking the Mayor or his designee for the information that they seek ... they should not be the ones talking with the employees ... hmmmm ... I never knew that ... I should have known that as this is not the first time I read the Charter ... but Certainly the Council members should know this ... The Home Rule Charter and the Administrative Code should be required reading for them and they should know it inside and out!

And that is just my thought for the day.
