Interesting post from Pilchesky boot-licker 'a bitter pill' about points that Gary DiBileo would make in debate with Chris Doherty.  He wrote:

Following Glenn's lead:

We will immediately do whatever it takes to get our house in order.

I will start with sharp cuts in the administration.

I will take a good hard look at the NCC fee's debacle, and come up with a better solution.

I will not raise taxes.

I will not close a single fire house.

I will be accessible to City Council, and attempt to work with them for the good of this city.

I will answer questions and address the issues publicly, and honestly whenever possible.

My office will be OPEN to the public.

I will work WITH the citizens of this city, not against them.

I will improve out city's PARKS.



Now I think it's time to add some REALITY to what he wrote.  Here are my additions:

I will kowtow to union contract demands so that I always have their support during future elections. 

I will never make changes to fire department staffing that impede the ability of firemen to have well-paying second jobs.

I will vacillate when faced with making tough decisions.

I will not forcefully stand behind my own decisions.

I will never seek outside opinions on how things could be done better.  It's the traditional Scranton way or no way.

I will simply appoint a different set of cronies and lackeys to cabinet positions to replace the current crop, qualifications be damned (and perhaps there will be a Pilchesky running DPW).  After all, I have a lot of customers and campaign supporters that will need to be rewarded.

I will sound unsure of myself whenever I am questioned.

is it my fault (city taxpayer and homeowner 3 properties that some of the firemen have two jobs?? Many people could care less........issues my friens issues.

I care if it means I have to pay more so they can manipulate their schedules in financially inefficient way to make time allowances for their 2nd job.

IHave absolutely nailed it!!!!

I don't care what firemen do in their spare time...but only to the extent that it doesn't impede the business of running the Fire Department.   Let's be intellectually honest here:  there has been and there will be resistance to scheduling changes on the part of unionized firemen at least in part because of the negative impact they could have on side jobs.  Agree or disagree on that point Doomers?

The tragic part is that some firemen will use scare tactics to paint any scheduling changes as somehow impeding public safety.  In my book that's just about as low as it can go.

In my job, I can't take a side job without first getting the permission of my employer.  This is an on-going condition of my employment.  For the life of me I don't know why city employees should be any different.

I agree to a point.
First (The elaborate) Sherry Fanucci stated at the last meeting the firemen cost the city nearly 700k in OT. That tells me YOU dont have enough people to run the city FD efficently.

Yes MAYBE to a degree the firemen don't want to have the schedules changed because of side jobs...or MAYBE they don't want there safety to be in jeopardy??

Do I think I am better cause I own three properties...no actuallt I am worse because I am feeding the pig every year. I will tell you this frankly....if this city is "stupid" enough to re elect this guy...I will own zero properties in this city cause I will not give them another nickle to bury.

28 days and we will all see what happens. I agree again to a point the unions might be a tad bit selfish...but sorry seems to me they truly are looking out for my family more than this "hide and seek" mayor.

QUESTION Why won't the mayor debate Dibileo at Lackawanna college???

It's naive to think that firemen are solely motivated by safety.  Is that a consideration?  YES.  Will the membership use that consideration as part of a scare campaign to keep their side jobs in fact?  ABSOLUTELY YES.  What to know why I don't believe them?  Because NONE of them are honest enough with city residents to stand up at the podium and admit that their side incomes are a factor here.  Dave Gervasi goes up to the podium week after week and tells a half story...the half that supports his argument.  AT BEST I could argue that he's NO BETTER than the Mayor in spinning this issue.  At worst I view him in a very dim light for resorting to scare tactics.  Admit it Doomers...his tactics are no better than the Mayors.

As for Lackawanna College, see my other reply.  As noted there, I wasn't aware that there was a debate being proposed.

Well I hope that Gary is more prepared for Monday nights debate than he was for this interview with the Scranton Times ... I don't know about all of you but I am not impressed and I learned nothing of Gary's plan for the city of Scranton from reading this article. 

My comments in red.

Former City Councilman Gary DiBileo said Monday that if elected mayor he would be more fiscally responsible and accessible than Mayor Chris Doherty and would make it a priority to reduce the city’s wage tax. (How can he promise to cut the wage tax.  It is a fact that the largest portion of this wage tax goes to the SSD ... now with that being said how can the Mayor make it a priority to cut this tax if the other taxing bodies are not also willing to cut the wage tax?  This is a promise that every politician makes when running for office and none of them are ever able to accomplish this.  Why you ask, well the city could not afford to take a hit on their portion of this tax, it would leave them without the revenue necessary to run this city.

During a meeting with the editorial board of The Times-Tribune, Mr. DiBileo offered few specifics on how he would accomplish many of his objectives, but said ending the city’s 17 years under distressed status would be a key goal.

“Eight years ago, and you wrote about it, Chris Doherty said he was going to lower the wage tax one-tenth of 1 percent every year. (Ok so how much would that actually put back into the hands of the taxpayers??? And again ... I do believe that the city only gets 1% of that wage tax and the rest is sent to the other taxing bodies ... so how much do you expect to help reduce the expenses of the city of Scranton????) Well, he hasn’t talked about it yet,” Mr. DiBileo said. “And I think that’s very irresponsible. I don’t think we can ignore one of our biggest problems we have here. I’m not saying he’s able to reduce it if he can’t. However, let’s not ignore it.”

Mr. DiBileo said he could not say he would reduce the wage tax. (Is it me or did Gary say earlier in this article that he was going to make reducing the wage tax a priority ... so which is it ... you are going to make it a priority ... or you don't know if you are going to make it a priority ... make up your mind now ... come on ... you can do that ... it's easy pick on and stick with it!)


“I would love to give people hope to let them know that we’re acknowledging the fact that we have a wage tax problem, one of the highest in the United States,” he said. (What does this mean???  Hope ... well we know that for our area as in comparison to well lets say Dunmore our wage tax is high ... but they can't pay their bills ... now I know we have debt ... but we are still paying our bills ... so why would you take away the income source???? ... How about giving us hope that you can come up with an alternative to this ... or are you just giving us hope that you will visit the idea and then do nothing as you claim Mr. Doherty did ... hmmmm ... and I would like to have the back up that we have one of the highest wage taxes in the entire United States ... please provide your source of information on this little tid bit of info ... or is that straight from Non Taxpaying Joe Pilchesky and his kids at DD?)

Mr. DiBileo said the city’s spending has risen an average of $2.5 million a year since Mr. Doherty took office and its annual budget deficit remains about $2 million, which “sounds to me like another guaranteed tax increase.” Mr. Doherty contends the budget has an annually recurring deficit of about $5 million. (I have said this before and I will say it again ... Fuel for vehicles went up ... boy did it go up how many vehicles does this city gas up daily???? There is a huge bill right there ... Gas for heating has gone up ... electric has gone up ... Telephone service has gone up .... come on people what in this world has not gone up ... it's not Doherty's fault ... I'm not saying that everything he spends on is necessary but come on to expect that the status quo of 2002 - 2008 should remain the same ... well then I think you are all living in a dream world ... have your personal expenses gone up ... I know that mine have!)
City budget deficits have varied over the years, but the mayor balanced this year’s budget with $5.5 million in projected revenue from the Scranton Single Tax Office.

Mr. DiBileo questioned the wisdom of Mr. Doherty giving huge raises to Cabinet members as the city still struggles financially, arguing the raises violate the city’s recovery plan. (Ok you have me on this one ... maybe the raises should not have been huge ones ... )

“If you’re truly for recovery, everybody should be sharing equally in the fiscal restraints,” he said. “As mayor, no one would get huge raises. The cost of living (index) would be the maximum for anyone.”(Again I have to give on this one!)

Besides limiting raises, he would eliminate the two administrators and their secretaries in the Department of Public Safety and transfer their duties to the police and fire chiefs. That would save about $200,000, he said.

Asked how else he would cut spending, Mr. DiBileo said, “There’s a lot more jobs with the city (government) now. ... I don’t want to talk about the specific wages with salaries, but those areas.”(Now is the perfect time to talk about it ... why not talk about it ... what are you trying to hide?)

Mr. DiBileo said he couldn’t say how he would eliminate the deficit until he is in office and has a chance to study the budget. (Why have you not been scrutinizing the budget right now looking for and formulating a plan?  The budget is a matter of public record so get your arse down to City Hall and get a copy and get to work on it now ... if you want our votes then we want answers from you on how you intend to accomplish this)

To a question about how much he would have to cut to eliminate the deficit and reduce wage taxes, Mr. DiBileo said, “The exact number I could not give you right now, but I know that it (the budget) is $2.5 million a year higher than it was then (2002).” (Please refer to my above comments on why the budget could be $2.5 million more per year .. do you have any other comments to make on this subject ... )

Mr. DiBileo denied city municipal unions would “take over” the city if he is mayor, as “my opponent wants people to believe.”

“That’s not going to happen, because taxpayers come first,” he said.

At first, Mr. DiBileo said he and union leaders could determine staffing and shift hours for police and firefighters together.

When an editorial board member argued that couldn’t work, Mr. DiBileo said he would fight to control both.(Typical DiBileo Response ... flip flop ... what is you intend to do ... you are either going to give staffing control to the Union Heads or you are going to control it ... which is it?  You are going to give control up and you know it.  That is what is truly behind why they are pushing so hard for you to win ... )

“I’m for financial recovery,” he said.

Mr. DiBileo accused Mr. Doherty of running for a third term to enhance his political prospects for higher office, perhaps Congress. (There is proof that you follow Joe Pilchesky and his poster on the DohertyDeceit website ... hey you do know that it will be DiBileoDeceit in a matter of weeks if you win ... rumors ... that's all that is ... remember 2 1/2 years ago it was said that Chris Doherty was accepting a position in Harrisburgh ... hmmmm .... and yet he is still here and running for the office of Mayor once again.)

“Chris Doherty is a human political missile. Everything that he does is aiming that missile toward Washington,” he said. “And everything he does helps Chris Doherty. ... I have no ambitions to go to Washington, to go to Harrisburg.”(I remember when your only ambition was to be a sitting School Director .. and yet you went on to run for council and now you are running for the second time for Mayor ... hmmmm ... Hello Pot this is Kettle!)

Mr. DiBileo promised a more cooperative relationship with city council, saying he would occasionally attend council meetings or send Cabinet members to meetings.(What is stopping Gary DiBileo from attending council meetings right now?  If he were truly interested in the well being of this city he would not have disappeared for almost 4 years ...)
 
“I was on the city council. I know how (Mr. Doherty) operates,” Mr. DiBileo said. “(It’s) his way or the highway. If you’re not a council member that beats to his drummers, watch out, your legs are coming out.”

Very, very telling answer on the part of Gary & proof positive that waffles aren't just breakfast anymore.  Doherty couldn't have written a better answer for DiBileo.

Does Gary expect us to believe that all the union support he is getting will not come with some cost associated with it?

Oh, I forgot, the Evil ICN must have conspired to misquote Gary.

No matter how much Anti would hate to hear this (or in this case read it) Gary DiBileo is a part of the Evil ICN ... he is half Irish ... his mom is Irish ... And he has Murphy and Evans putting on the big push for him. Hello ... ICN.

Anywhoooo ... you are right ... waffles are not just for breakfast anymore ,... and how in the world would you be able to put a cap on finances if you give staffing control to the Union Heads ... are you kidding me ... I know that unions are in the business of putting people to work ... so guess what ... the money he would save on the office of the Director of Public Safety (Ray Hayes) and his staff ... would be far exceeded by the amount of money that the unions would need when they create all those jobs ... so really where would the savings be??? The unions ran this town at one time and they are looking to do it again! It will be their way or the highway ... and good ole Gary will oblige them in every way!

Well Doherty has said one thing I agree with:  Gary will be controlled by the union leaders.  Do you think all this support he is getting from the unions comes without strings attached?  It was more than just a slip when Gary said that he AND the union presidents would make staffing decisions. 

Doomers...take a step back from your rabid hatred of Doherty for a moment...if you could pick the next Mayor of Scranton...and it could be ANYONE...where on Gary DiBileo be on your list of candidates?  I'd be willing to bet that, since you are a pretty reasonable guy, Gary woudln't make your top five.  I think even you see that the guy has a history of weak leadership.

Why isn't he studying the budget now ... damn drop by city hall pick up a copy ... it is a matter of public record and I do beleive that they have to give Gary a copy of it ... study it ... formulate a plan ... and tell the people how you intend to fix it.

Town Hall Meetings by Gary Dibileo - bring your questions to the candidate

The DiBileo camp has scheduled three Town Hall meetings where Gary DiBileo will go one-on-one with anyone with a desire to ask the tough questions so DiBileo can answer them. 

The first one is Wednesday night at the Keyser Valley Com. Center at 7:00 pm.

Bring your friends and family to meet Gary personally in a quieter setting and put your questions to him regarding the needs of your neighborhood, wherever that may be, and mention your concerns regarding how badly the city is being ruined by Chris Doherty. He's there to listen, so don't be bashful. He wants an earful, give him one.

I'll post the other two locations as soon as I'm advised where they are. I believe one will be in south side and the other in Green Ridge.

In the true spirit of Scranton Politics As Usual, Gary will claim that he...

...has never visited DD
...has never spoken to Joe Pilchesky
...doesn't take seriously things written on the Internet

Pilchesky will be coy about this and will comment about how he hears from "Gary's People that...", lest there be too direct a connection being made. 

Both of them are full of $hit.
