Nealon: Unions deceive public BY STACY BROWN 12/04/2007 Some officials in the city's police and firefighters' unions are deliberately attempting to mislead and deceive the public when it comes to contract negotiations, Councilwoman Sherry Nealon Fanucci charged Monday.
Ms. Fanucci lashed out at union leaders whom she claims consistently address council and paint what they know to be a deceptive picture of the city's finances and the status of contract negotiations with the unions for their own purposes.
Specifically, she took issue with claims being made over the city's recovery plan and its effort to settle contract negotiations.
"We're at budget time, and budget time is when you get some coming to council pushing their own agenda," Ms. Fanucci said. "Council can't do anything about their contracts, and when (Council President) Judy Gatelli began meeting with the union lawyer, they got up and told her it was none of her business, and they didn't want her doing it."
Troublesome also is constant talk assailing the city's recovery plan, Ms. Fanucci said. "It was the unions who asked that the plan be put to a vote, and the administration did put it to a vote.
"Seventy-six percent of the voters approved it, but the union members who speak at council still knock the recovery plan and don't want us to implement it because the recovery plan does a number of things, including capping health care at $7.2 million.
"Right now, health care is costing the city more than $12 million," she said. "The unions are winning by not settling the contracts, and they know this, so they want to keep it going. They want to complain about the money the city spends on lawyers; well, they spend a lot on their high-powered lawyers, too."
Efforts to reach union officials for comment were unsuccessful.
Ms. Fanucci's comments came a week after she blasted union members and others for suggesting Scranton is not distressed.
Council is scheduled today to consider Mayor Chris Doherty's proposed 2008 operating budget as well as one crafted by finance chairwoman Janet Evans.
Those who speak at meetings especially wish to push their own agenda during budget time, Ms. Fanucci said.
"Some of these speakers have called the mayor, the Pennsylvania Economy League and the governor liars and have said Scranton has money the government is hiding," Ms. Fanucci said.
"It's ridiculous to think any politician or leader would deliberately pretend not to have money but yet still raise taxes and borrow cash to pay bills."
The city was declared distressed 15 years ago and, absent the implementation of the recovery plan, it will remain financially distressed, said Mrs. Gatelli, who recently met with union leaders in an effort to help encourage contract negotiations.
"I believe there will be contracts soon for the police and fire," Mrs. Gatelli said. "I believe both sides want it and it'll happen."
The prospect of a settlement hasn't stopped the constant complaints about lack of union contracts, and some speakers have accused the mayor of violating the recovery plan.
"Ive gotten a lot of calls from people who voted for the recovery plan, and they are not happy with what goes on week after week," Ms. Fanucci said. "The majority of the residents are either insulted by what these speakers say, or they think it's laughable."
As the only member of council to attend meetings with the city's recovery plan coordinator last year, Ms. Fanucci said facts presented there showed municipalities throughout the state experiencing tough financial times.
"People who speak at our meetings try and have you believe that nobody else is going through this," she said.
"They are wrong."
City voters know the truth, she said.
"The elections have shown that what we do keeps getting validated by the voters. That's why I will continue to stand by the voters, because they know what we're doing is what theywant us to do."
Council meets at 6:30 p.m. at City Hall.

Does anything PUKEchesky says surprise any of you? I wish people wouldn't email me everything he says something that reminds you of his level of intellect. I'm not your elected official(s). Don't concern yourself with respecting me. It's Doherty and company in your wallet, not me. No one should feel compelled to apologize for comments made by a bottom feeder like PUKEchesky. As I've stated, I'm battle-tested and war hardened. This doesn't amount to a fly aggravating you during a cookout. PUKEchesky continues to show his true colors and his minions follow that. It was a bit troubling that a Scranton cop, namely Nelson Ancherani, still publicly supported Joey after what Mrs. Gatelli mentioned at the council meeting. Someone earlier said it best, that Don Imus was fired for far less. And guess what, I've been around Mr. Imus and have even been a guest on his show, and I said it when it happened to him and I'll say it again, he's no racist in my book and when Imus gets angry, he doesn't spew hate, he gets out facts and goes to work. I just took a trip across the hall ... found it very interesting this morning ... there is a topic there title "the N word" ... they are trying to justify the use of this word ... if someone else used this word concerning say ... Sam Patilla ... then they would be up in arms.
You actually have to admire Stacy Brown for taking the high road on this one ... he sees them for what they are and that must come from his faith ... he chooses to turn the other cheek ... I admire that.
I have been reading the above mentioned thread and well I see very few who are opposed to the use of this word ... and many who justify it ... I wonder if the shoe were on the other foot and they were being called something similar would they like it ... Like most meglomaniacs, Pilchesky just has to draw attention to himself, and now (as I believe Stacy referenced), he's probably revelling in all this attention. I have a feeling though that he may eventually regret this particular tirade against Stacy "I committed the mortal sin of not writing what Joe Pilchesky likes" Brown. The fact that his harpies at DD are all giving him a pass isn't surprising. Personally I want to see if DD posters Bo Peep and Monkey Shines actually chime in on this one.
As for the question at hand, I understand your concern over keeping those postings here. However, I firmly believe that sunlight is the world's best disinfectant. While the word IS offensive, the greater good is served, in my opinion, by having Pilchesky's original, unaltered posting out in public view. The fact that his racist rant is followed by postings of sheer disgust by all of us I think helps to mitigate the impact. Lastly, this term was directed at Stacy, so I think his opinion carries additional weight here. I'd defer to his wishes if he wanted it moved to a non-public forum.

I agree with Agam. I also like Lus was stunned to see these postings and almost went right into the postings and edited them, butI came to believe as Agam said, that leaving them intact may be best. However, whatever Mr. Brown feels is best is what I think we should do at this point.
Lus, you want my opinion on this? Here it is. I do not condone name calling of that type. I feel if someone is corrupt, stupid, dishonest ect., that's game using those terms to express an opinion of that person. Lumping people into stereotypical groups, ethnic backgrounds and philosophies is just plain wrong. While I honestly have a major negative opinion with the newspaper as a whole, not Stacy Brown in particular, (even though I've seen some truly one sided products penned by him) to use racial slurs against an individual or group is not in conformance with my beliefs. The newspaper does enough damage to themselves on their own to not make it necessary to attack a reporter using racial language. Pilcheski, or anyone else, doesn't do themselves a favor, using inflamatory words while expressing their opinions. I choose to not do that and to ignore posts of that nature. Posters who choose to use that language have to deal with the consequences, whether the consequences are lawsuits or damage to their credibility.
Mr. Brown, since you're here and posting and since you love to tell us so much how you've dined with kings, per se, out of curiosity, how the heck did you choose to end up in this hell hole? The majority of people who have a chance to get out, get out. Most who stay, like myself, have deep family ties and obligations to elderly parents and can't pull up and find a better life with more opportunities. Is it the food? The basically nice people? I can understand that but this area doesn't offer much more.
Shari, not tp speak for Mr. Brown on this but some people dont live nasty lives. I can move back to Scranton and live a very nice lifestyle if i wanted. When you look at the upsides such as zero crime, zero traffic, nice county scenes and local to NYC, Phily, Boston and DC, not to mention the affordabilty it is a great place. Some of us have made a pretty good life for ourselves. Made money, saved up enough to live a relativly stress free life and enjoy our family and friends.
Not all of us are poor uneducated sloths who dwell in our misfortunes.
Just to answer the earlier person's post as to me dining with kings, etc.. and why I choose Scranton. Scranton choose me, first of all. But, that said, I can't understand why this (to borrow Chris Doherty's phrase) "poor mouthing." It happens week in and week out at council and regularly on that other site. I've concluded that there are really some miserable people here who really should try and enjoy themselves a little more. I believe no matter what your income is, you should be able to at least once in a good while do something entertaining. Life shouldn't be all about working until you die. I have been fortunate to be able to earn a pretty decent living and am able to take care of my family while enjoying a vacation every now and again. Someone mentioned how cheap it is here and being just two hours from my hometown, NYC. That is so true. I've lived the big city life. I've lived in New York, Los Angeles and the Washington DC area and I am enjoying Scranton probably more than those other places. The primary reason is because of how affordable it is. My rent on a one-bedroom apartment in New York was doubled what my mortgage is here. I realize that costs continue to skyrocket, gas, electric, taxes etc but that's everywhere you go and there is no way to avoid it. The Bible says this is truly Satan's world, so we are to expect this. But, this defeatist attitude and this idea that living in Scranton, a city we've watched grow in look better in the two years we've been here, is a bad thing is ridiculous. I realize a lot of people who say those things dislike the mayor but hopefully they'll eventually learn to see past him. I cover City Hall and the political climate of this city, but I don't personally get involved in politics and have absolutely no stake in it. It is simply my job to report on it. I don't take it home and don't care about it after my shift ends. The poster who said some of my articles are one-side need to look closer at the articles in question. Indeed, they may on the surface appear that way when it comes to union business. Why? Because when the union refuses to comment and the mayor, solicitor, biz administrator, public safety director and other administrators do, the stories will continue to appear one-side. What the unions have to understand is that we are not going to hold a story because they don't want to comment. When they have commented (see today's story with fire union prez dave schreiber), the story is much more balanced. I cannot put words in their mouths and cannot read their minds. They must speak for themselves on the record. To that end, it is refreshing to know that at least three union leaders are scheduled to come in tomorrow for a chat. I look forward to that. What everyone out there should know is that the Times-Tribune, as most papers, are here to serve the readers, the public interest. I welcome any and all news tips, concerns or whatever, my line is always open. And FYI, in my house and among those I'm friends with and associate with, we never use derogatory, stereotypes to describe anyone. Thoughts like those never begin to approach our minds.
I agree Stacy no one needs to defend what the a s s said, it speaks volumes, you said it best when you said you go home to your family...that's all that count's. Joe is a weak lonely man who will soon be visiting his wife in prison. He was told no, he couldn't have a ramp. Why the ramp, so they could carry the stolen checks in??????? To be brief Stacy, I agree with you when people see what the bald a s s says they laugh and shake there heads. Stacy I thank you for your words here ... and I thank you for taking the time to explain why the kids across the hall would think your stories are one sided ... of course if only one side will speak with you what other way can it appear.
For the record I am highly offended by Mr. Pilchesky's post ... and when the founding fathers came up with the constitution I do not think this is what they had in mind when penning the ammendment on freedom of speech.
Shari I do lump and if you took a trip over across the hall I know even you can see why I lump them on this one ... and if you can't see that I am sorry for you ... but I am not sorry for lumping them all as racisists ... Thank you for addressing this issue.
