What time does the public speaking for off-agenda topics begin, roughly?  What's the procedure?  What's this sign in sheet stuff about?

I've never spoken at council before.

I would say that it begins roughly between 7:15 and 7:30 depending on how much Janet has to say

You have GOT to be kidding me. Courtright has the balls to put Sherry in her place for referring to some of the council meetings as an episode of Jerry Springer? For cripes' sake - it is HIS constituents that make it that way.

I'll bet the fur is flying across the hall right now -- they were p|ssing and moaning about the sound being cut when :::smooch::: Les was speaking last week. They're probably all sitting in sticky puddles right now because sound was interrupted during Sherry's remarks a few minutes ago.
